Carnegie State Vehicular Recreation Area Resource Management Area Program

The Carnegie State Vehicular Recreation Area Resource Management Area Program, managed by the California Department of Parks and Recreation Diablo Range District, focuses on the active management of road and trail systems within hillside riding areas across Alameda and San Joaquin counties. The program aims to meet Soil Conservation Standards and stormwater runoff regulatory requirements by establishing new Resource Management Areas and implementing specialized maintenance projects. Key objectives include reducing trail density, increasing vegetation cover, creating sustainable trails, enforcing trails-only riding, and rehabilitating damaged soil surfaces to control erosion and disperse stormwater runoff. This project is distinct from the 2024 General Plan Update. The program underwent a comprehensive environmental review process, including a Draft Environmental Impact Report that identified and mitigated potential impacts on biological and geological resources, such as sensitive habitats, native trees, and protected wildlife species. A Notice of Determination filed on June 30, 2026, certified that the project would not have a significant environmental effect. Administrative oversight is led by District Superintendent Clint Elsholz, with consulting support from MIG, Inc. The project is coordinated with the California Department of Fish and Wildlife to ensure compliance with the California Endangered Species Act and other regulatory protections for fish and wildlife habitats.
