The USDA Forest Service Savannah River has a requirement for Carolina bay surveys. Contractor will provide all equipment, labor materials, tools, supervision, including safety and other incidentals necessary to perform the surveys within the boundaries of the DOE Savannah River Site. Most Carolina bays/depression wetlands have been drained and or farmed. Restoration requires a determination of the status of active drainage resulting from previous farming activities. In many cases drainage ditches were ineffective or have been filled by natural processes. In addition, the presence of Federal Endangered species and other sensitive species must be assessed as well as any other conditions that may affect the decision to restore the bay. The Savannah River Site currently has approximately 90 bays/depression wetlands of indeterminate drainage status. This contract will assess those wetlands as required by the specifications. The solicitation will be issued on or around 22 Jul 2009. The size standard is $7 million under NAICS code 115310. This is a Small Business Set-Aside solicitation. . No formal site visit will be held. Savannah River Site is a restricted access Government facility and vehicle searches are done on all vehicles entering the Site. No contraband items, such as guns, ammunition, drugs etc. are allowed on Site. A picture ID of persons entering the Site is required A minimum of 72 hours is required to process any security badge requests for U.S. Citizens and up to 30 days could be required for non-U.S. citizens. Offerors must register on the site in order to receive notification of changes to the solicitation. The offeror is responsible for monitoring this site for release of the solicitation and any subsequent postings.
