CARY-HAAS PEDESTRIAN BRIDGE REPLACEMENT PROJECT; No. 2024.1010

The Cary-Haas Pedestrian Bridge Replacement Project, identified as Project No. 2024.1010, involves the installation of a new 117-foot, 6-inch pedestrian bridge over San Leandro Creek in Alameda County, California. The project aims to restore a crossing between Cary Avenue and Haas Avenue that was severely damaged during a March 2023 storm and subsequently demolished in 2024. In addition to the bridge replacement, the scope of work includes the formalization of a concrete walkway on Cary Drive and the implementation of ADA improvements to the sidewalk at the Haas Avenue entrance. Construction staging is planned for an unused portion of the Bancroft Middle School property. It is subject to NEPA and various federal and state Endangered Species Acts, with specific considerations for its location within a FEMA Special Flood Hazard Area and its impact on jurisdictional waters of the United States. While the project was initially posted as a Notice of Exemption on September 23, 2025, the City of San Leandro later requested the withdrawal of that specific posting through the State Clearinghouse, clarifying that it was made in error and is considered void.
