The City of Robstown, Texas will receive sealed bids for Casa Blanca Southwest & Central Robstown GLO CDBG MIT-MOD CONTRACT NO. 24-065-108-E921 until 2:00 PM on October 8th, 2026, at the City of Robstown, City Hall. Sealed bids must be addressed to the City of Robstown, City Secretary Victor Davila, and labeled with “Casa Blanca Southwest & Central Robstown”. The bids will be publicly opened and read aloud at City of Robstown, City Hall 101 East Main Ave, Robstown, TX 78380. This project includes one (1) Bid Set with two (2) Base Bid Contracts, and each Base Bid Contract includes associated Additive Bids. The contractor may opt to bid on only 1 Base Bid contract or both Base Bid contracts with associated Additives. To be awarded multiple contracts, the contractor must demonstrate that they have the capacity to work on multiple contracts simultaneously. The project consists of residential street pavement reconstruction and storm water system improvements at two locations in the City of Robstown. Improvements include complete removal of existing pavement (asphalt, base, curb & gutter, driveways, etc.), new roadway construction (compacting the subgrade, installation of geogrid, limestone base, asphalt pavement, new curb and gutter, driveway improvements, etc.). Utility improvements include the installation of an underground storm system pipe, curb inlets and manholes. Water, Sewer and Gas Improvements are also included to eliminate conflicts with the proposed underground storm system and roadway improvements. Casa Blanca Base Bid 1 includes roadwork and utility improvements along Ruben Chavez Road from Pat Shutter Street to Lucia, Perkins Street, Newell Street and Elizabeth Street. Drainage improvements are also included at the intersection of Dakota Street and Pat Shutter Street as well as the drainage pipe outlet improvements at the western corner of Laurel Street. Casa Blanca Additive Bid 1 includes roadwork and utility improvements along Luisa Street from Ruben Chavez Road to Kansas Street. Central Robstown Base Bid 2 includes roadwork and utility improvements along Avenue E from Mays Street to North 4 th Street also including the intersection of Avenue G and North 6 th Street. Central Robstown Additive Bid 1 includes roadwork and utility improvements along including roadwork and utility improvements along North 4 th Street from Avenue E to Avenue F. Additive Bid 2 includes roadwork and utility improvements along including roadwork and utility improvements along Avenue E from North 4 th Street to North 3 rd Street. Bid and Contract documents, including Drawings and Technical Specifications are on file and available for inspection at the City of Robstown, City Hall 101 East Main Ave, Robstown, TX 78380. A pre-bid conference will be held on September 23rd, at 10:00 AM at the City of Robstown, City Hall 101 East Main Ave, Robstown, TX 78380. The pre-bid conference is not mandatory. Electronic copies of the Bid/Contract documents including drawings and technical specifications may be obtained at no charge via the internet at: http://www.civcastusa.com/. The project can be located on CivCastUSA by the bid date, the state (Texas) or the City/County. Bidders will be required to register through CivCastUSA. There is no charge for registering or downloading the plans. Hard copies of plans may also be purchased through CivCastUSA at the bidder's expense. A bid bond in the amount of 5 percent (5%) of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to City of Robstown or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The project to be constructed will be financed with assistance from the General Land Office (GLO) under the U.S. Department of Housing and Urban Development Community Development Block Grant - Mitigation (CDBG-MIT) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the City of Robstown, Section 3 Policy is required for all contracts. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, Section 3 Businesses, and labor surplus area firms are encouraged to submit bids. The City of Robstown reserves the right to reject any or all bids or to waive any informality in the bidding. Bids may be held by City of Robstown for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
