The solicitation, expected to be released in mid-May 2018, requires submission of two First Article Samples within 90 days of award for visual and dimensional inspection, followed by a 20-day evaluation period. All materials and production must comply with the Buy American Act and related DFARS clauses, mandating 100% U.S. manufacturing. Delivery is FOB destination to the Defense Distribution Center in New Cumberland, PA, with an initial production lead time of 150 days and staggered subsequent shipments totaling 20,000 units over a 270-day period. The contract will use simplified FAR 13.5 procedures with evaluation based solely on price, without consideration of past performance. Interested offerors are directed to submit proposals through the DLA DIBBS system, which requires prior SAM registration and a CAGE code. This procurement is subject to Berry Amendment restrictions, emphasizing domestic sourcing for clothing and textile-related items.
