CAT PLANT RIVERSIDE FERRY DOCK AND SHELTER

The Chatham Area Transit Authority (CAT) is soliciting proposals for the design, permitting, and construction of a ferry dock and shelter located at 500 West River Street in Savannah, Georgia. This design-build project features a 20 by 120 foot concrete floating dock with internal piles, an 80 foot long ADA-compliant aluminum gangway, solar-powered lighting, and a passenger landing shelter measuring approximately 14 by 24 feet. The estimated project timeline is 18 months, though CAT anticipates awarding a three-year contract to the selected vendor. All work must adhere to specific design plans from Thomas and Hutton and Sottile and Sottile, and all drawings must be stamped by a licensed professional. Proposals are due by November 6, 2026, and will be evaluated based on approach (40 points) and cost (10 points), with award given to the most advantageous Design/Builder. Submission requirements include a main response, a separate sealed cost proposal, and various certifications. The contract is subject to stringent federal regulations, including Buy America and Build America Buy America ACT requirements, DBE non-discrimination standards, and 2 CFR 200 administrative requirements. Selected vendors must provide a 5 percent bid bond, as well as performance and payment bonds for 100 percent of the contract price, and maintain commercial general and professional liability insurance.
