The item must be packaged in commercial unit containers that protect against damage and be shipped in suitable commercial exterior containers under FOB Destination terms to Annville, PA, with delivery required within five days of award. Packaging and marking must conform to Medical Marking Standard No. 1, superseding MIL-STD-129, and comply with MIL-STD-2073-1E as per special packaging instructions dated March 30, 1988. All hazardous materials must be labeled in accordance with OSHA’s Hazard Communication Standard, and contractors retain full liability for safety of personnel and property regardless of government actions. The solicitation requires electronic submission through DIBBS by June 8, 2026, and mandates compliance with SAFEGUARDING COVERED DEFENSE INFORMATION AND CYBER INCIDENT REPORTING (252.204-7012), PROHIBITION ON THE ACQUISITION OF COVERED DEFENSE TELECOMMUNICATIONS EQUIPMENT (252.204-7018), and other mandatory FAR clauses including whistleblower protections, disclosure controls, and anti-trafficking requirements.
