The base period of performance runs from August 1, 2026, through July 31, 2027, with five optional one-year extensions available through February 1, 2032, allowing for continued service beyond the initial term. All work must align with the Performance Work Statement and adhere to Unified Facilities Criteria, OSHA confined space standards, AFOSH safety requirements, and manufacturer specifications, with technicians required to hold current certification from NACE or the Steel Tank Institute. Offers are evaluated under a Lowest Price Technically Acceptable (LPTA) methodology, where technical acceptability—determined by adherence to the PWS and qualified personnel certification—is assessed first on a pass/fail basis before price reasonableness is considered. The offeror must submit a technical approach no longer than five pages and include completed representations and certifications per FAR 52.212-3, along with proof of small business status and a Unique Entity Identifier. Security requirements mandate that all personnel obtain base access credentials, submit an Entry Access Listing five business days prior to start, and, if accessing DoD systems, obtain a Common Access Card managed through the Contractor Verification System. Compliance with MIL-STD-129 for marking and labeling is required for any materials shipped, and hazardous substance spills must be reported immediately. The government retains final acceptance authority, and non-compliance with security, certification, or reporting obligations may result in payment withholding. Submission of proposals is required via email to the Contracting Officer and Contract Specialist by April 28, 2026, at 10:00 AM PST, and all invoices post-award must be submitted exclusively through the Wide Area WorkFlow system using authorized electronic methods.
