Catholic Priest Services

This contract is a non-personnel services agreement for the provision of part-time Catholic Priest services at Fort Gordon, Georgia, to support religious and worship activities for Catholic military personnel and their families under the guidance of the Archdiocese for the Military Services, USA. The services include conducting Sunday and weekday masses, administering the Sacrament of Confession, providing pastoral care and emergency ministry, and ensuring the free exercise of religion in accordance with the requirements of the Department of the Army and the Consolidated Chaplain's Fund SOP. The contract is a Total Small Business Set-Aside under FAR 19.5, classified under NAICS code 813110, and requires the contractor to be a small business entity. All services must be performed exclusively by a qualified Catholic Priest with verifiable moral character, spiritual maturity, and ecclesiastical credentials confirmed by the Senior Installation Chaplain. The contractor must maintain a professional appearance at all times and operate independently without government supervision. The contractor is responsible for compliance with all federal and military security protocols, including a mandatory NCIC background check, adherence to Fort Gordon entry control procedures, and submission to vehicle and personnel searches. Contractors must wear a nonmetallic identification badge displaying their name, contract company, and photograph while on government property and must clearly identify themselves as contractors under FAR 37.114. E-Verify is required for employment eligibility confirmation, and the contractor bears full responsibility for all tax liabilities without government-provided benefits. Performance is monitored through a Quality Assurance Surveillance Plan, with monthly work logs submitted to the Contracting Officer’s Representative and invoices submitted on the first duty day following the last Sunday of each month. Any substitute must meet identical qualifications and receive approval from the AMS and the Catholic Chaplain. The contractor must also maintain confidentiality of personal information, report illegal activities to authorities as mandated, and ensure all personal property is clearly marked to avoid misidentification as government property.
