AI Contract Overview
This solicitation, identified as RFQ FA6633-26-Q-A002, seeks commercial services for Catholic priest ministry at the 934th Airlift Wing Chapel in Minneapolis, Minnesota, under a total small business set-aside with a NAICS code 813110 and $7.5 million size standard. The requirement is for weekly Sunday Mass, Reconciliation services, and sacramental support for service members, DoD civilians, and authorized Catholic personnel, with performance strictly limited to on-base facilities. Offerors must be registered in SAM, possess a valid UEI and CAGE code, and provide written quotes only—oral submissions are ineligible. A single award is anticipated, and all proposals are due by 12:00 PM Central Standard Time on June 22, 2026, submitted electronically to two designated contracting officer email addresses. The contract structure includes a base period of one year and five optional one-year periods, with a potential six-month extension, all governed under a firm-fixed-price model consistent with FAR Part 12 commercial acquisition procedures. Contractors must hold ecclesiastical endorsement from the Archdiocese for the Military Services, verified through the completion and submission of DD Form 2088, and maintain good standing with AMS throughout performance. All priests must undergo a criminal background check prior to award, comply with military protocol for appearance, punctuality, and administrative reporting, and are strictly prohibited from using the title “chaplain.” Security requirements mandate REAL ID-compliant identification, controlled badge access, and the immediate return of credentials upon separation; firearms and weapons are prohibited on base. Performance is subject to inspection by the Contracting Officer’s Representative, with acceptance criteria tied to precise performance metrics outlined in the PWS, including no more than one punctuality discrepancy annually and zero discrepancies in reporting or dress standards. The contract includes mandatory clauses on cybersecurity, labor standards, trafficking in persons, paid sick leave, drug-free workplace, and export controls, with all payments processed through WAWF using DoDAAC F87700. Technical and past performance are jointly weighted as equal and paramount in evaluation, with price as a secondary factor, allowing for a trade-off award. Subcontracts are permitted under commercial services provisions, but the contractor assumes full responsibility for all personnel, subcontractor payments, and compliance with AFOSH, SAPR, and privileged communication requirements.
