The contract seeks a qualified Catholic Priest to provide religious services under a non-personal services contract at Fort Gordon, Georgia, as a Total Small Business Set-Aside under NAICS code 813110. The contractor is responsible for conducting Sunday and weekday masses, preparing homilies, and coordinating with the Parish Coordinator and Chaplain Assistants to ensure seamless worship services. The role includes administering the Sacrament of Confession, both during scheduled times and in coordination with chapel staff, as well as delivering pastoral care and sacraments as requested by the Senior Catholic Chaplain. Emergency ministry services, including sacramental support, must be available on demand through the Chaplain or Parish Coordinator, including during federal holidays, training holidays, and off-hours. The priest must be fully credentialed by the Catholic Church, demonstrate verifiable moral character and spiritual maturity, and operate independently without government supervision. All personnel must undergo a National Crime Information Center background check, obtain a nonmetallic identification badge containing their name, photograph, and contractor information, and wear it at all times while on duty. Contractor employees must identify themselves as such in all interactions per FAR 37.114 and adhere to strict confidentiality requirements for personal information, disclosing only illegal activities as mandated by law. Compliance with DoD 8570.01-M and AR 25-2 is required for any IT-related functions, and employees must complete iWATCH program training within 30 days of reporting and renew it annually. The contractor is solely responsible for all tax liabilities and provides no government benefits such as medical care, retirement, or workers’ compensation. Monthly work logs and itemized invoices documenting all services rendered must be submitted to the Chaplain Resource Manager by the first duty day after the last Sunday of each month. Supplies and equipment must be ordered through the appropriate channels per the Consolidated Chaplain’s Fund SOP. The Government will evaluate performance using a Quality Assurance Surveillance Plan, with the Contracting Officer’s Representative and Installation Catholic Chaplain responsible for reporting performance issues. All personnel must be eligible to work in the United States as verified through E-Verify.
