This source-sought notice, set aside exclusively for small businesses, requires the contractor to conduct Sunday and weekday Masses, offer the Sacrament of Confession with scheduled opportunities before or after services, and deliver pastoral care as requested, including administration of sacraments such as anointing and baptism at the discretion of the contractor. The contractor must also provide emergency ministry and sacramental services on an as-needed basis, coordinating all activities with the Parish Coordinator and Chaplain Assistants, while operating under the guidance of the senior Catholic chaplain on post. Services are to be performed at designated chapel facilities on Fort Gordon, including the Religious Education Center, Friendship Chapel, and Good Shepherd Chapel. This contract emphasizes strict compliance with various security, access, and administrative requirements. Contractor personnel must pass NCIC/III background checks, obtain and wear proper identification badges displaying their name, company, and photo, and may need to secure government-issued Common Access Cards. Mandatory annual and initial training in areas such as antiterrorism, operations security, the DoD Cyber Awareness Challenge, and terrorist activity reporting is required, alongside verified participation in E-Verify and maintenance of Form I-9 documentation. The contractor is responsible for the procurement and availability of sacramental supplies, submission of monthly invoices to the Chaplain Resource Manager following the last Sunday of each month, and maintenance of monthly service logs. Government oversight includes performance evaluation through periodic reviews aligned with a Quality Assurance Surveillance Plan, with administrative acceptance and payment coordinated at Fort Gordon. No pricing, formal FAR clauses, or attachments are included, reflecting the document’s nature as a precursory sources-sought notice with a focus on service delivery, compliance, and contractor qualifications rather than contractual financial terms or detailed evaluation metrics.
