Cationic Dewatering Polymer – Central WWTP

The City of Waco is seeking a contractor to supply bulk liquid cationic dewatering polymer for use at its Central Wastewater Treatment Plant under solicitation RFB2026-043, with proposals due by August 21, 2026. The contractor must provide the polymer, along with all transportation, pressure-unloading equipment, hoses, fittings, safety gear, technical assistance, documentation, and support services necessary to ensure full compliance with the specifications outlined in Appendix D. The product must meet strict technical criteria including a minimum of 45% nonvolatile solids, specific viscosity and charge density parameters, and must be stored and transported within a 5–35°C temperature range to maintain a shelf life of at least six months. Delivery must occur F.O.B. Destination at the City’s designated storage tanks in Waco, Texas, and the contractor is responsible for all transfer operations, including split transfers between tanks at no additional cost. The contract has an initial one-year term beginning October 1, 2026, with the possibility of up to five one-year renewals, all subject to funding availability and performance compliance. Award will be based on best value, weighing multiple factors including purchase price, product quality, bidder reputation, suitability for municipal needs, past relationship with the City, impact on historically underutilized businesses, total long-term cost, and other criteria specified in the solicitation. The City reserves the right to inspect and reject any nonconforming product upon delivery, and the contractor must remove rejected materials at their own expense. Each delivery requires comprehensive documentation including a Certificate of Analysis, traceability numbers, Bill of Lading, and full Safety Data Sheets. The contractor must maintain 24/7 emergency contact availability, submit a Supply Continuity Statement identifying manufacturers and alternate sources, and obtain prior written approval before any product changes. Insurance requirements mandate coverage from insurers rated A– or better by A.M. Best, including general liability, auto, and workers’ compensation, with indemnification obligations extending to environmental spills, regulatory failures, and third-party claims. Offerors must comply with Texas laws prohibiting boycotts of Israel and energy-related boycotts, submit certifications regarding debarment, litigation history, and non-collusion, and complete the required HUB Business Certification if applicable. Proposals must be submitted through the City’s Bonfire portal or by mail with one original and two paper copies plus an electronic copy on CD or flash drive; fax or email submissions are not accepted.
