The Department of Homeland Security, U.S. Customs and Border Protection (CBP), anticipates soliciting proposals and proposes to enter into a single award contract for Executive Leadership Training Services to senior, top-level managers of CBP. Training shall be conducted at the Advanced Training Center (ATC) in Harper's Ferry, WV. The solicitation shall be conducted in accordance with FAR Parts 12 and 15. The Government intends to award a firm-fixed price Indefinite-Delivery Indefinite Quantity (IDIQ) contract in accordance with all terms, conditions, provisions and specifications of the solicitation. Services are for one, two-year base period with eight (8) one-year options. Offeror shall provide and deliver an executive level leadership development program to include curriculum, professional reference material, staff support and instructional faculty, executive coaching services, assessments, evaluations and off-site experiential learning activities. The expectation is to hold up to three 24-day cumulative (approximately 192 total training hours) sessions (Cohorts) per calendar year, with each session being comprised of 40-50 participants (students and mentors). A copy of the draft statement of work (SOW) is attached with this notice. The SOW is not final and minor changes and/or corrections may be made prior to the solicitation being posted. The associated North American Industry Classification System (NAICS) code is 611310. The Small Business Association (SBA) size standard is $27.5 million. The solicitation documents will be issued on or about March 15, 2019. The date is not firm and may change due to events out of our control. Potential offerors MUST register at https://fbo.gov in order to receive notification and/or changes to the solicitation. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. This notice does not obligate the Government to award a contract neither does it obligate the Government to pay for any proposal preparation costs. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation and no email or phone requests for more information will be accepted at this time. All interested parties must be registered in the System for Award Management (SAM) pursuant to applicable regulations and guidelines prior to award.
