CBP USBP Land Mobile Radio Infrastructure and Services

The U.S. Customs and Border Protection’s U.S. Border Patrol is seeking industry input to modernize its Land Mobile Radio (LMR) network infrastructure across 13 Border Patrol Sectors including Buffalo, Del Rio, Detroit, El Centro, El Paso, Grand Forks, Havre, Houlton, Rio Grande Valley, San Diego, Swanton, Tucson, and Yuma. This initiative aims to enhance the reliability, security, and interoperability of mission-critical communications through technical radio refreshes, coverage expansions, and infrastructure upgrades such as solar power systems, batteries, generators, towers, and shelters. The work is structured under a proposed Firm Fixed Price task order contract with a 36-month period of performance, and while this solicitation is a Request for Information (RFI) and not a formal solicitation for award, it lays the groundwork for future contract action. The Government has outlined specific technical requirements across multiple regions, including detailed site-specific upgrades in Del Rio, Rio Grande Valley, El Centro, and San Diego, with associated testing protocols such as drive testing per TIA TSB-88-D, GPS and OTAR verification, RF coverage validation, and stringent security testing aligned with DHS 4300A and FIPS 140-3 standards. All work must conform to federal requirements including OSHA, DOT, FAA, and CBP security policies, with strict compliance mandated for physical infrastructure, personnel conduct, and system integration into CBP’s IP-based architecture. Contractor personnel must be U.S. citizens or lawful permanent residents, with full background investigations required for those accessing sensitive systems, data, or facilities—including network schematics, frequency allocations, and engineering drawings—while those performing non-sensitive tasks such as installation or staging must be escorted by cleared personnel. Security documentation including SF-86, TDF 67-32.5, FD-258, and financial disclosures must be submitted before access is granted, and all individuals must sign non-disclosure agreements and the DHS Rules of Behavior. Invoicing must occur electronically through the Treasury’s IPP platform, with detailed submissions requiring purchase order numbers, itemized pricing, serial numbers, shipping documentation, and software verification. Monthly progress reports must detail maintenance metrics, spares usage, unresolved issues, logistics risks, installation status, and incident reports, all coordinated through a designated Contracting Officer’s Representative. The Government will issue task orders to one or more awardees based on operational priorities, assigning regions or systems as needed
