CCC CMD: HAZWOPER Training

The California Conservation Corps is seeking a contractor to deliver on-site, in-person HAZWOPER and First Responder Awareness training to Corpsmembers across 11 locations statewide, with primary focus on Fortuna, Mendocino, Solano, Delta, Monterey, Los Padres, Inland Empire, Norwalk, Pomona, Los Angeles, and Sacramento District Centers. The 40-hour OSHA-compliant HAZWOPER training will be conducted 11 times, with each class comprising a minimum of 25 and a maximum of 30 participants, while the 8-hour First Responder Awareness training will be offered three times at specified centers. Training must be engaging and utilize multiple learning modalities to ensure effective knowledge retention and readiness for emergency response scenarios such as wildfires, earthquakes, and oil spills. The contract has a total estimated value of $200,000, with a hard ceiling on payments, and performance is scheduled from September 1, 2026, through June 30, 2028. Award will be made using the Lowest Price Technically Acceptable method, where the lowest-priced responsive and responsible bidder who meets all mandatory requirements will be selected, with no evaluation of technical approach or past performance beyond compliance checks. All submissions must be delivered via email by August 27, 2026, and must include mandatory attachments such as the Bid Cover Page, Payee Data Record, Contractors Certification Clause, Bidder Declaration, and Proof of Insurance, with failure to include any document resulting in rejection. The contractor is required to comply with a comprehensive set of state-specific contractual terms that go beyond federal standards, including strict insurance mandates requiring primary coverage with an AM Best rating of A- or higher, naming the State as additional insured, and mandatory waiver of subrogation for workers’ compensation. Generative AI use must be disclosed and is subject to State approval or termination without cost impact. The contractor must maintain full control over personnel, who must be direct employees unless approved subcontractors are used, and must prohibit weapons on state property under California Penal Code §171b. Non-discrimination policies under the Fair Employment and Housing Act must be fully upheld, and records must be maintained for potential State audits. Contractor compliance with recycling certification requirements for products and adherence to prompt payment clauses are also enforced. Invoices must be submitted in hard copy format to the Contract Manager in Sacramento, and all deliverables become State property upon creation. Failure to disclose conflicts of interest,
