This is a NOTICE OF INTENT that the Government seeks to issue a Sole Source award. The IRS Chief Counsel Field Offices, located nationwide seeks to purchase 2021 renewal books and supplements for titles from CCH, Incorporated in order to maintain/update the Library's existing collection under NAICS Code 511120. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. The Department of the Treasury, Internal Revenue Service (IRS), intends to negotiate a one-year Firm-Fixed-Priced purchase order to acquire forty-six (46) 2021 books and supplements published by CCH, Incorporated for titles already in the Library's print collection. These 2021 books and supplements are needed in order to update these existing print legal research resources. If these 2021 updates are not purchased, attorneys, paralegals and other users of the Chief Counsel Library would be using outdated legal research material. Market Research has been conducted and it has been determined that there is only one responsible source, in accordance with FAR 13.5. CCH services are copyrighted material and are only published and sold by CCH, Incorporated. As such CCH is the only vendor that can possibly provide the required CCH books and supplements as stated within the statement of work. Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of the Treasury, Internal Revenue Service (IRS) intends to award a Sole Source purchase order to: CCH INCORPORATED 2700 LAKE COOK RD RIVERWOODS. IL 60015 The anticipated award date is February 15, 2021 for all materials published from 01/01/2021 through 12/31/2021. This Notice is not a Request for Quote and no solicitation will be issued. Written responses to this notice will be evaluated by the Government. A determination by the Government not to compete this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 12 noon EST, February 4, 2021. Solicitation # 5000230074
Solicitation 5000230074 is a Request for Quote issued by the Internal Revenue Service for the acquisition, integration, maintenance, and support of Commercial Off-The-Shelf tax software products, specifically Tax Analyzer and Income Tax Planner. The requirement includes the provision of enterprise and perpetual licenses, technical support, and the maintenance of the IMS Tax Engine Middleware environment to support the Large Business and International Division and Appeals. The contract is structured as a Firm Fixed Price award with a base period from April 1, 2027, to March 31, 2028, and four subsequent 12-month option periods. Performance may occur at government facilities, contractor facilities, or via remote and hybrid environments. The government will award the contract based on best value using a tradeoff process, where non-price factors are significantly more important than price. Evaluation is prioritized by technical approach, licensing and middleware integration capability, and past performance, with price being the least important factor. Key technical requirements include full IPv6 conformance, Section 508 accessibility compliance, and strict adherence to IRS security guidelines for safeguarding Sensitive but Unclassified data. The contractor must also provide comprehensive training through both face-to-face and virtual sessions. Proposals are due by November 6, 2026, and must be submitted in three separate volumes.
