The Department of Justice Justice Management Division Library Staff intends to procure an online subscription to the CCH Integrated Antitrust Library, Cheetah, from CCH Wolters Kluwer. This procurement covers a wide range of proprietary legal resources, including the Litigation Integrated Library, the Section 1983 Library, and specialized Antitrust Law insights by Phillip Areeda and Herbert Hovenkamp. Due to the proprietary nature of these publications, the government is pursuing this as a sole-source procurement under 41 U.S.C. 253(c)(1) to provide access to Department locations nationwide. Although this is a presolicitation notice and not a formal solicitation, interested parties have ten days from the posting date to submit written documentation and pricing to demonstrate their ability to perform the requirement. These responses will be used solely to determine if the requirement should be opened to competitive procurement. Additionally, all offerors must provide representations regarding the use of covered telecommunications and video surveillance services or equipment as part of their submission to the designated point of contact.
