The U.S. Army Corps of Engineers (USACE), Philadelphia District (NAP), anticipates a requirement of a rental bucket boat for the CD Canal. This procurement action is for a firm fixed-price service contract for the requirement of long-term rental for a bucket boat for the planned replacement of the canal bank lights. DESCRIPTION: The CD Canal project office will require the long-term (30 day) rental for a bucket boat for the planned replacement of the canal bank lights. The canal uses lights that are fixed atop dolphins to mark the north and south limits of the navigation channel. These dolphins are located in the water along the canal from Reedy Point to Town Point and are in depths of water that vary from 10? to less than 1?. The dolphins cannot be reached from land and will require a specialized vessel to reach the lights at the top of the dolphins ? approximately 25? above the water surface. The vessel provided will need to be able to operate in shallow water and be able to provide a stable working platform at least 25? above the water surface. There are approximately 80 dolphin lights that need to be replaced, it is assumed that the rental period for vessel will be one month (30 days). A captain and all personnel associated with the operation of the vessel shall also be provided with the vessel rental. CD personnel will supply all labor and materials necessary for the replacement of lights. The vessel should have sufficient capacity to accommodate 3 USACE personnel in addition to those provided to operate the vessel. BASIS FOR SELECTION OF AWARD: Award shall be made to the offeror who is determined to be responsible and provides a quote that is determined to be fair and reasonable. Quote must meet or exceed the scope of work and delivery schedule to be considered for award. QUOTE SUBMISSION: Quotes are to be emailed to Contract Specialist, Molly Gallagher at Molly.Gallagher@usace.army.mil and Contracting Officer, Cierra R. Vega at Cierra.R.Vega@usace.army.mil. ADDITIONAL INFORMATION: Specific information pertaining to this procurement is available in the Solicitation. The Solicitation documents are posted on the SAM.gov website. It is, and will continue to be, the responsibility of all potential Offerors to monitor the SAM.gov website for any amendments, updates, responses to industry questions/comments, etc. The Government will not be maintaining a mailing list. POINT-OF-CONTACT: The Primary Contract Specialist for this Solicitation is Contract Specialist, Molly Gallagher at Molly.Gallagher@usace.army.mil. Any communication regarding this notice should be made in writing sent via email and must identify the Solicitation number, company name, address, phone number and point of contact. AMENDMENT 0001 - The purpose of this amendment is: 1) The Period of Performance POP for the bucket boat rental is hereby revised. The Contractor shall provide the rental for exactly thirty (30) consecutive days. All work must be completed on or before 31 October 2026. The 30 day rental window may occur anytime between the Date of Award and 31 October 2026. Quoters must state their proposed 30 day availability window within their quote. The final authorized start date will be coordinated and approved by the Contracting Officers Representative COR upon award. 2) To allow prospective contractors sufficient time to review this change and submit a quote, the deadline for receipt of quotes is hereby extended from 7 July 2026 at 1PM ET to 9 July 2026 at 1PM ET. 3) All other terms and conditions remain unchanged.
