The Idaho Department of Health and Welfare is soliciting proposals for the Idaho Tobacco Project Support and Enforcement (BRFP2603), a fixed unit cost, indefinite quantity contract designed to ensure compliance with Idaho statute Title 39, Chapter 57. The primary goal is to maintain a statewide compliance rate of at least 90% to secure federal SAMHSA Synar funding. The scope of work includes performing at least one annual inspection for approximately 1,800 retailers, managing permitting and education websites, providing retailer training materials, and handling inspection evidence disposal. The anticipated contract term is five years, running from January 1, 2027, to December 31, 2031, with an estimated total value of 2,534,120.00 dollars. Proposals must be submitted electronically via the IPRO system by November 17, 2026.
