Ceiling Lift Systems Installation and Removal of Existing Systems

Description

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ.  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

This solicitation is unrestricted.

The associated North American Industrial Classification System (NAICS) code for this procurement is 339113 - Surgical Appliance and Supplies Manufacturing, with a small business size standard of 800 Employees.

The FSC/PSC is 6530 - Hospital Furniture, Equipment, Utensils, and Supplies.

The Network Contracting Office 1 is seeking to purchase QTY 21 patient ceiling lift systems along with installation of the 21 lifts. Removal of existing QTY 18 patient ceiling lift systems.

PERFORMANCE WORK STATEMENT (PWS)

Patient Ceiling Lift Systems
White River Junction VA Healthcare System

1. INTRODUCTION

This requirement is for the removal and disposal of 18 end-of-life ceiling lift systems and the furnishing, installation, testing, and commissioning of 21 new patient ceiling lift systems throughout the White River Junction VA Healthcare System campus.

2. BACKGROUND

White River Junction VAMC has 18 end-of-life Handimove lift systems located in the Granite, Birches, and Mountains buildings and requires patient lifts in three additional ICU rooms. The purpose of this project is to replace the existing systems and add three ceiling lift systems in the ICU.

3. SCOPE OF WORK

• Furnish and install 21 complete patient ceiling lift and rail systems.
• Remove and dispose of 18 existing ceiling lift systems and associated equipment designated for removal.

4. PERIOD OF PERFORMANCE

To be determined by the Contracting Officer. Installation shall be coordinated with room availability and clinical operations.

5. HOURS OF OPERATION

Work shall normally be performed between 7:00 a.m. and 4:30 p.m., Monday through Friday, excluding Federal holidays, unless otherwise coordinated and approved by the VA.

6. GENERAL REQUIREMENTS

• All installations shall comply with applicable requirements of VHA Patient Safety Alert AL14-07, including completion of the VHA Installation or Relocation Checklist for Ceiling Mounted Patient Lifts for each installed system, in addition to manufacturer-required checklists.
• Coordinate with VA Engineering to maintain access to mechanical, HVAC, fire protection, electrical, and other building systems within the installation area.
• Coordinate installation schedules with the Local POC and affected clinical services.
• Provide qualified personnel, materials, equipment, tools, and services necessary for a safe and fully operational installation.
• Provide evidence of required weight/load testing for each installed system and coordinate testing for VA oversight.
• Mitigate hazards created by installation and comply with applicable construction safety, infection-control, electrical-safety, firestopping, and above-ceiling permit requirements.

            Contractor personnel must:

• Wear visible identification at all times.
• Park only in designated areas (no reimbursement for violations).
• Follow VA restrictions on smoking, cellphone/two‑way radio use near medical equipment, weapon possession, and item inspection.

7. STRUCTURAL AND SEISMIC REQUIREMENTS

Designs must follow:

• VA Directive 7512, “Seismic Safety of VA Buildings” (AUG 2017)
• VA Handbook H-18-8, “Seismic Design Requirements” (NOV 2024)
• VA Specs Section 13 05 41, “Seismic Restraint Requirements for Non Structural Components” (JAN 2021)
• Required structural drawings and calculations shall be signed and sealed by a Professional Engineer (PE) appropriately licensed for the project location.
• Where required by applicable codes or VA requirements, provide Special Seismic Certification and supporting documentation for the applicable equipment/components.
• Contractor must revise drawings if directed by the Medical Center.

8. TRAINING

Contractor must provide training including:

2. Operational training
3. Administrative training
4. Hardware and software troubleshooting

SALIENT CHARACTERISTICS

Patient Ceiling Lift Systems — QTY 21

The contractor shall provide complete patient ceiling lift systems, including ceiling-mounted hoists, track/rail systems, hanger bars, controls, charging equipment, slings, mounting hardware, and associated components necessary to provide fully functional systems.

All applicable ceiling-mounted hoists, rails, and components shall comply with ISO 10535:2021.

XY (H-Track/Traverse) Full-Room Coverage Rail System

Provide XY/traverse ceiling track systems capable of providing multidirectional patient-transfer coverage throughout the designated areas.

Required configurations:

• 5 m × 10 m coverage area with trainer capability — QTY 1
• 4 m × 4 m coverage area — QTY 9
• 4 m × 3 m coverage area — QTY 2
• 3 m × 3 m coverage area — QTY 1

The systems shall:

• Multidirectional movement throughout the required coverage area.
• Accommodate the applicable room layout and structural conditions.
• Be capable of being wall mounted or beam mounted.

Linear Track Systems

Provide linear ceiling track systems in the following nominal lengths:

• 3 m linear track — QTY 3
• 4 m linear track — QTY 4
• 6 m linear track — QTY 1

Track systems shall:

• Be constructed of durable, corrosion-resistant material suitable for repeated use in a healthcare environment.
• Have a durable surface finish suitable for routine healthcare cleaning and disinfection.
• Provide sufficient structural capacity for the associated ceiling lift and its required safe working load.

Required minimum capacities:

• 3 m track: 550 lbs.
• 4 m track: 825 lbs.
• 6 m track: 550 lbs.

Patient Ceiling Lift — Minimum 550-lb Capacity — QTY 17

Provide powered ceiling-mounted patient lifts with a minimum rated lifting capacity of 550 lbs.

Each lift shall:

• Be available with powered horizontal travel along the ceiling track, controllable through the lift's caregiver control system.
• Provide connectivity capable of supporting required usage monitoring, service alerts, and equipment data logging through a centralized digital platform.
• Include mechanical and electrical emergency-lowering capability, emergency stop, and overload protection.
• Provide position-locking capability where required for safe operation.
• Utilize a rechargeable battery system capable of supporting normal clinical operations.
• Provide automatic activation and smooth start/stop functionality.
• Provide charging capability designed to maximize equipment availability and minimize caregiver intervention.
• Have a housing suitable for healthcare use that is impact-resistant and flame-retardant.
• Provide continuous or automatic charging through the installed rail/charging system.
• Include an integrated patient-weighing capability.
• Include a caregiver hand control capable of operating required lift functions and displaying the patient's measured weight directly on the hand control.
• Allow the caregiver to view the patient-weight reading from the normal operating position without requiring access to or viewing of the ceiling-mounted hoist.
• Provide applicable lift-usage/status information to the caregiver.

Hand Control - QTY 21

• Display the patient weight measured by the system's integrated weighing scale directly on the hand control.

Patient Ceiling Lift — Minimum 825-lb Capacity — QTY 4

Provide powered ceiling-mounted patient lifts with a minimum rated lifting capacity of 825 lbs.

Each lift shall provide the same required safety, control, weighing, connectivity, charging, housing, and caregiver-interface capabilities specified for the 550-lb ceiling lifts, appropriately designed and rated for the higher lifting capacity.

The battery and charging system shall provide sufficient capacity and charging performance to support normal clinical operation of the 825-lb lift.

Medium Hanger Bar — QTY 21

Provide a medium-size hanger/spreader bar compatible with each proposed patient ceiling lift and required sling configurations.

Each hanger bar shall:

• Have a rated capacity of at least 825 lbs.
• Provide four sling attachment points.
• Provide secure and stable sling attachment during patient lifting and transfer.
• Be compatible with the proposed ceiling lift and required sling types.
• Be constructed of durable, corrosion-resistant materials.
• Incorporate surfaces suitable for routine healthcare cleaning and disinfection.
• Body-Weight Support / Rehabilitation Capability (QTY 1)
• System shall provide adjustable partial body-weight support suitable for rehabilitation activities such as standing, sit-to-stand, stepping, balance, gait/mobility training, and similar therapeutic exercises. The capability may be integrated into the ceiling lift or provided through a compatible accessory or system.

• Capability for the designated 4 m × 4 m system.

Installation — QTY 21

The contractor shall:

• Install complete patient ceiling lift systems in 21 rooms.
• Provide all lift-system labor, mounting hardware, and associated installation materials necessary for a complete installation.
• Perform installation activities in accordance with applicable facility Infection Control Risk Assessment requirements, including Level II where applicable.
• Perform required load/weight testing and certification of each completed system.
• Remove 18 existing lift systems.
• Coordinate installation with applicable structural, architectural, and facility requirements.

Structural and Seismic Requirements (QTY 1)

Disposable Slings — QTY 84

Provide disposable patient slings compatible with the proposed patient ceiling lift and hanger-bar systems.

Slings shall:

• Have a minimum rated capacity of 450 lbs.
• Be constructed of material suitable for the intended single-patient/disposable healthcare application.
• Be compatible with the proposed hanger-bar attachment system.

Provide, at a minimum, the following sling types for each system:

• Disposable Limb Sling — QTY 1 per system
• Disposable Basic High Sling — QTY 1 per system
• Disposable Twin Turner — QTY 1 per system
• Disposable Repositioning Sling — QTY 1 per system

User Training — QTY 1

ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEVIATION AUG 2025)

Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The version of FAR 52.212-1 in the addendum is tailored for Simplified Acquisition Procedures and supersedes the current version of FAR 52.212-1 contained in the FAR.

The following provision is incorporated into 52.212-1 as an addendum to this solicitation:

52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (SEP 2023) (DEVIATION AUG 2025)

(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—

(1) The solicitation number;

(2) The name, address, telephone number of the Offeror;

(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;

(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;

(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and

(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.

(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(c) Late submissions, modifications, revisions, and withdrawals of offers.

(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

(e) Debriefings. If a post award debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:

(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.

(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award.

(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.

(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.

ADDENDUM to 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEVIATION AUG 2025)

1. Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in RFO 12.201-1 Simplified procedures, where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:

1. Technical or Quality: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation.
2. Past Performance: The past performance evaluation will assess the relative risks associated with a quoter’s likelihood of success in fulfilling the solicitation’s requirements as indicated by the quoter’s record of past performance. The past performance evaluation may be based on the contracting officer’s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/;   or any other reasonable basis.
3. Veterans Involvement: In accordance with Veterans Affairs Acquisition Regulation (VAAR) 852.215-70 (DEVIATION), Service-Disabled Veteran-Owned and Veteran-Owned Small Business (VOSB) Evaluation Factors, the Government will assign evaluation credit for a Quoter (i.e., prime contractor) which is a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a VOSB.  To receive credit, an offeror must be registered and verified in SBA.gov database at time of quotation submission and at time of award (  https://certifications.sba.gov/) and must meet federal small business size standards for the North American Industry Classification System (NAICS) code assigned to this solicitation. Non-SDVOSB/VOSB quotations that use SDVOSBs or VOSBs as subcontractors will receive some consideration under this evaluation Factor. Quoters must state in their quotations the names of the SDVOSBs and VOSBs with whom they intend to subcontract and provide a brief description of the proposed subcontracts and the approximate dollar values of the proposed subcontracts. In addition, the proposed subcontractors must be registered and verified in the SBA.gov database https://certifications.sba.gov/ and must meet federal small business size standards for the NAICS code assigned to this solicitation at time of both quotation submission and at time of award.
4. Price: The Government will evaluate the price by adding the total of all line-item prices. The Total Evaluated Price will be that sum.
