Pursuant to the authority at FAR 12.603(c)(2):


(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please identify the


Country of Origin for the items needed and the method of payment will be made through Navy Working Capital Fund.


(ii) The solicitation number for this is N0018926QL136 and will be issued as a request for quotation (RFQ).


(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.


(iv) The Government intends to negotiate firm-fixed-price (FFP) purchase order for supplies. The associated NAICS code is 238290 with a small business size standard of $22,000,000.

(viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial services will be used as applies to this acquisition and is included in the attached "Clauses and Provisions", Attachment 1.
 


(ix) The provision at FAR 52.212-2, Evaluation - Commercial services will be used and is included as Attachment 1. The vendor’s proposed price will be evaluated based on price reasonableness in accordance with FAR 13.106.
 


(xiii) All clauses and provisions applicable to this requirement are included in the attached "Clauses and Provisions", Attachment 1.


(xiv) The Defense Priorities and Allocations System (DPAS) rating does not apply to this acquisition.

All items must be covered by the manufacturer's warranty.


Site Visit


A required site visit is scheduled for 27 MAY 2026 from 9:00 AM to 12:00 PM (EDT). Interested vendors will meet the government point of contact on the 1st floor lobby at the front entrance. Interested vendors must already have base access. The address is 1968 GILBERT STREET, BLDG W143, NORFOLK VA 23511. Provide yourself with adequate time to arrive to the site visit location on time. There is a two (2) person limit for each interested vendor.
