AI Contract Overview
The U.S. Embassy in Tbilisi has issued a solicitation (No. 19GG8026Q0004) seeking cell phone communication services to support Embassy operations in Tbilisi, Georgia. This procurement involves awarding a contract through a best-value comparative evaluation process as authorized under FAR 13.106-2(b)(3), wherein offers will be directly compared on an item-by-item basis to determine which provides the optimal overall value to the government. This evaluation is distinct from traditional LPTA or trade-off approaches and requires all prospective offerors to meet basic responsibility standards per FAR 9.104 and comply with solicitation requirements. Offers are due by 23:59 local time (GMT+4) on January 20, 2025, and must be submitted electronically in English in specified file formats (MS Word, Excel, or PDF) with a maximum file size of 30MB per submission or split accordingly. Offerors must submit a complete package including a completed SF-1449 form, pricing information, representations and certifications (Section 5), additional information as outlined in Section 3, proof of active SAM registration, and mandatory cybersecurity documentation—either the Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire or the State Department’s Secure Software Development Attestation Form. SAM registration is a critical prerequisite, and failure to be registered at the time of submission renders proposals non-responsive. The contract incorporates standard commercial item FAR clauses (52.212-1, -3, -4, and -5), emphasizing commercial acquisition terms and conditions. Performance is anticipated to occur in Tbilisi, with inspection and acceptance likely at the Embassy location, and offers must comply with all cybersecurity and supply chain risk mitigation measures referenced by federal regulations and Department of State guidelines. While no contract value, detailed pricing, or period of performance is specified, the contract term includes a one-year base period with two one-year renewal options, and no socioeconomic set-asides apply. Points of contact for this procurement are designated within the Embassy’s General Services Office.

The U.S. Government intends to award a contract to the responsible offeror representing best value using comparative evaluation authorized under FAR 13.106-2(b) (3).A comparative evaluation is defined as the act of comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer directly to one another to determine which provides the best value to the Department.
Comparative evaluation is NOT a low price technically acceptable (LPTA) or trade-off process. Prospective offers must still meet basic standards for responsibility at FAR 9.104 and solicitation compliance to be eligible for award. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so.
Quotations are due by 23:59 local time (GMT+4) on January 20, 2025. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.
