The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source Purchase Order to Collins Aerospace for Cell Stack Kit Replacement Parts for the Integrated Low Pressure Electrolyzer (ILPE). These parts are manufactured by Hamilton Sundstrand Corporation (HSC), a part of Collins Aerospace.The Government intends to make an award prior to the the end of the 4th quarter of fiscal year 2026.

Pursuant to RFO FAR 13.101(b), Collins Aerospace is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106.
