The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source Purchase Order to Collins Aerospace for Cell Stack Kit Replacement Parts for the Integrated Low Pressure Electrolyzer (ILPE). These parts are manufactured by Hamilton Sundstrand Corporation (HSC), a part of Collins Aerospace.The Government intends to make an award prior to the the end of the 4th quarter of fiscal year 2026.

Pursuant to RFO FAR 13.101(b), Collins Aerospace is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
