The Naval Surface Warfare Center Philadelphia Division intends to award a sole source Purchase Order to Collins Aerospace for replacement parts required for the Integrated Low Pressure Electrolyzer’s Cell Stack Kit, with the award targeted before the end of the fourth quarter of fiscal year 2026. The parts, originally manufactured by Hamilton Sundstrand Corporation, a subsidiary of Collins Aerospace, include specific mechanical components such as pump support plates, spacers, brackets, manifolds, and a range of O-ring seals, with quantities ranging from one to six units per part. These components are critical for maintaining the operational integrity of the electrolyzer system, and no alternative supplier is considered capable of fulfilling the Navy’s requirements, justifying the sole source procurement under FAR 13.106. The Product Service Code for this effort is 4460, and the North American Industry Classification System code is 333998. This action is issued as a presolicitation notice under FAR 13.101(b), confirming the intent to proceed without competitive bidding due to the proprietary nature and exclusivity of the parts. While the notice explicitly states it is not a request for competitive quotations, interested parties may submit information regarding their capability to meet the requirements prior to the response deadline of July 2, 2026, to allow the government to evaluate potential competition. Responses must be submitted in writing via email to Karen Morris at the designated government contact, and any information received will be assessed solely to determine whether a competitive acquisition should be pursued. The contracting office is located in Philadelphia, Pennsylvania, and the performance location will also be in Philadelphia. All relevant details for this requirement are available through the official SAM.gov listing associated with solicitation number N6449826Q5206.
