Cellular Communication Services & Equipment

The City of Green Bay is seeking a qualified telecommunications provider to supply cellular communication services, related equipment, support services, and account management for its departments and operations under solicitation 2026-17. The contract requires a comprehensive solution supporting approximately 300 active lines, including smartphones, tablets, mobile hotspots, vehicle-mounted equipment, and data-only devices, with nationwide voice calling, unlimited or pooled data plans, text messaging, priority and emergency communication capabilities, domestic and international roaming, and hotspot/tethering features. Service coverage must be robust throughout the City of Green Bay, Brown County, and surrounding operational areas, with scalability to meet future municipal needs. The selected vendor must be an original manufacturer, distributor, or dealer authorized by the manufacturer with proven service and repair capabilities and a minimum of five years of continuous experience in the cellular communications industry. Bidders must provide at least three references from comparable governmental clients with documented high levels of satisfaction and demonstrate financial stability, sufficient staffing, technical expertise, and a proven customer support structure. The contract term is set for 36 months with a possible 24-month extension, and all pricing must be fixed, all-inclusive, and not-to-exceed for the entire duration of the contract and any renewals. Bids must include all labor, materials, tools, equipment, insurance, transportation, and handling charges, with unit prices governing contract administration even if extended prices contain errors. The vendor must submit consolidated monthly invoicing with department-level billing breakdowns, electronic formats, and itemized usage reporting, and comply with the City’s audit and dispute resolution process. Invoices are payable within 30 days of receipt if properly submitted and services accepted, and early payment discounts are permissible but only considered when all other factors are equal. The vendor must maintain minimum insurance coverage including $1 million commercial general liability, business automobile liability covering owned and hired vehicles, and $1 million professional liability with prior acts coverage maintained for six years after contract acceptance. All policies must be issued by a Wisconsin-licensed insurer with an A.M. Best rating of at least A+ and financial category rating of VII. Compliance with federal, state, and local regulations, including OSHA and prevailing wage laws where applicable, is required, and Material Safety Data Sheets must be provided when necessary.
