Cellular Services Contract For Ofca Sites

The Sacramento Area Sewer District is soliciting proposals for a cellular data service contract to support the Harvest Water Project in unincorporated Sacramento County and the City of Elk Grove. The contract covers approximately 94 on-farm connection assemblies, with the potential to expand up to 120 sites. The selected provider will supply SIM cards, a Virtual Private Network for SacSewer, and cellular data services, with an expected usage of 2 GB per site per month. This connectivity is critical for the near 24/7 transmission of flowrates, pressure, valve positions, and software updates. The initial contract term is three years, with the possibility of two additional one-year extensions upon mutual agreement. Proposals are due by September 9, 2026, and the contract is expected to be awarded by October 7, 2026. Award selection is based on the greatest value, evaluated through a two-phase process focusing on responsiveness, cost, and reliability. Key technical requirements include providing coverage maps of the Harvest Water Area and detailed data on network strength and uptime. The successful provider must maintain comprehensive insurance, including commercial general liability, automobile liability, workers compensation, and cyber/technology professional liability, with minimums of 1 million dollars for most categories. All submissions must be delivered in sealed envelopes and include a price proposal, a conflict of interest affidavit, and a statement of network capabilities.
