The London Borough of Lambeth is commissioning the Connect to Work programme to deliver supported employment services using the Individual Placement and Support (IPS) Place and Train model. Funded by the Department for Work and Pensions as part of the Get Britain Working proposals, the initiative aims to reduce economic inactivity, improve wellbeing, and strengthen financial resilience. The programme focuses on rapidly moving individuals into employment and providing 12 months of ongoing support to both the employer and the employee to ensure long-term sustainment. Lot 1 will be awarded to a single provider, while Lot 2 will be split among three providers. The total estimated contract value is 1,133,300 pounds including VAT, with an anticipated start date of March 2, 2027, and a fixed three-year duration with no option for extension. Award decisions will be based on the Most Advantageous Tender, evaluated through a combination of quality and price. Selected providers must demonstrate fidelity to IPS principles, provide personalized trauma-informed support for priority cohorts, and ensure strict GDPR compliance. Key performance indicators will track referrals, job starts, sustainment, and progression.
