Census Decennial as a Service (D-X) BPO

The US Census Bureau is seeking industry feedback on the draft Baseline Performance Objectives for the Decennial-as-a-Service (D-X) program, which will support the 2028 Census Test and the 2030 Decennial Census. The program requires a Managed Services Integrator to provide an integrated IT and logistics solution across six primary service domains: contract and program coordination, systems development and maintenance, device and asset lifecycle management, logistics and warehousing, mobility and connectivity, and security and compliance. Key operational requirements include the delivery of Security-as-a-Service, Supply Chain-as-a-Service, and Unified Endpoint Management for various fieldwork personas, as well as the management of OEM-agnostic kitting, staging, and reverse logistics. Performance will be monitored through a structured matrix of Service Level Requirements and a Quality Assurance Surveillance Plan, with strict benchmarks such as a 95 percent acceptance rate for deliverables and a 100 percent pass rate for pre-opening integration tests. The scope of work extends across the United States and its territories, requiring the contractor to maintain rigorous cybersecurity compliance, manage key personnel qualifications, and ensure the operational stability of equipment. This current phase is a presolicitation for market research, with a response deadline of October 15, 2026, to refine the Performance Work Statement and evaluate the suitability of various pricing models.
