Census System Lifecycle Reset

Caltrans District 11 is initiating the Census System Lifecycle Reset project in San Diego County to replace end-of-life census and loop detection systems. The project is necessary to comply with the SB-1 mandate and current policy directives, as the existing equipment is prone to failure. Work will be performed at three specific locations: I-8 at post mile 1.213, SR-52 at post mile 0.324, and SR-78 at post mile 19.094. The scope of work includes electrical updates to 2070 controllers and controller cabinets, as well as excavation to replace loop detection systems, with all activities contained within existing cabinet foundations and the road base. This forecast project, identified by solicitation number 3A930 under NAICS code 237310, has been processed with a Notice of Exemption dated January 5, 2026. It is classified as exempt under Categorical Exemption 15301, Class 1, due to the nature of the repair and maintenance work. Additionally, the project has been determined to have no significant environmental impacts and is categorically excluded under NEPA requirements per 23 USC and 23 CFR guidelines.
