Texas Southern University is soliciting bids under Invitation to Bid 717-26-768 for comprehensive services related to the inspection, maintenance, and repair of the Central Plant Cooling Tower Basin and Gearbox system. The scope includes draining and cleaning the four cooling tower cells, inspecting and repairing internal basin walls, evaluating the separator/filtration system, and performing detailed mechanical maintenance on critical components such as the Amarillo Gear Model 1008 gearbox, Baldor 405T 100HP motor, Hudson 18KW-7 fan, and Rexnord LRA450.275SS coupling. Tasks involve checking oil seals and levels, greasing motor bearings and gear reducer shaft seals, monitoring noise and vibration, verifying motor amperage draw, and ensuring fan bolt integrity. All work must be executed by qualified personnel who can develop and implement a detailed work plan meeting the specified technical requirements. The solicitation requires bidders to submit one paper original, one paper copy, and a flash drive version of their proposal, with all packages clearly labeled with the offer number and opening date. Each sample submitted must be marked with the bidder’s name, address, and bid number. Bids must be submitted by August 26, 2026, at 11:00 a.m. Central Time, and may be delivered by hand, FedEx overnight, or USPS overnight to the designated TSU procurement address. The evaluation will be based on best value, with purchase price and compliance with specifications as the most critical factors, followed by proposed costs, contractor stability, quality and reliability, delivery and transition plan, and probable performance indicators including past performance, financial resources, experience, and maintenance support. Bidders must provide at least three references for similar projects and certify compliance with Executive Order GA-48, Texas Family Code Section 231.006, and federal terrorism watch list restrictions. All electrical equipment must meet OSHA standards and carry UL, FMRC, or NEMA listings, and the contractor must adhere to federal safety regulations and the Americans With Disabilities Act.
