AI Contract Overview
The U.S. Department of State is conducting market research through a Request for Information (RFI) titled Centralized Evaluation System Platform RFI, issued under solicitation number 1019266190, to identify commercially available, FedRAMP Moderate-authorized Software-as-a-Service (SaaS) solutions that can replace or complement its current Qualtrics platform. The goal is to establish a centralized, enterprise-wide survey and evaluation system capable of supporting large-scale operations involving over one million respondents, with seamless integration into existing systems such as CRM, HR, Learning Management Systems, and Power BI. The Department is particularly interested in solutions that offer advanced analytics, role-based access controls, secure API connectivity, data ownership and portability, and full compliance with federal privacy and records management standards. Responses must demonstrate the vendor’s ability to deploy a fully operational system within six weeks and provide ongoing technical support with defined service level agreements. All submissions are required to include a cover letter with the vendor’s Unique Entity Identifier and CAGE Code, and must not exceed 15 pages in total, excluding a two-page cover letter and an optional two-page Vendor Capability Statement; responses must be submitted in PDF or Word format by May 4, 2026, at 4:00 PM Eastern Time. This RFI is strictly for information gathering and does not constitute a solicitation, nor will it lead to an award or cost reimbursement; the Department is assessing market capabilities to inform future procurement decisions, especially regarding small business participation, with specific questions on whether vendors are small businesses themselves or have subcontracting arrangements with small businesses that can independently deliver comparable services. The place of performance is Washington, D.C., and the contracting officer is Guiovanna Jacobs, with Kellie Herschler as the secondary point of contact.
