The Florida Department of Environmental Protection intends to award a single-source contract to ReaSYN Technologies Inc. for the pilot-scale demonstration of the proprietary Cerawave Microwave Plasma Gasification system. This project, identified by solicitation number 2026SS005AD, is valued at 2,000,000 dollars and is funded through nonrecurring funds from the General Revenue Fund under Specific Appropriation 1597. The primary objective is to evaluate the system's ability to convert municipal solid waste into clean synthesis gas and non-leaching slag to determine the feasibility of scaling the technology for statewide waste-to-energy implementation in Florida. The award is justified under Florida Statute 287.057 due to the proprietary exclusivity of the Cerawave technology, for which ReaSYN Technologies Inc. is the exclusive licensee. Because the system is protected by intellectual property rights and no technical alternatives exist, the procurement is non-competitive. The place of performance is within the state of Florida, and the project is managed by the Division of Waste Management. Public notice was posted on October 1, 2025, with protests required to be filed in accordance with section 120.57(3) of the Florida Statutes to avoid waiver of proceeding.
