This Sources Sought Notice is issued by the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) to identify sources capable of providing certification and maintenance for airborne infection isolation rooms.


Sixty-two (62) airborne infection isolation rooms across sixteen (16) detention facilities require annual certification and maintenance to ensure proper airflow and calibration of negative pressure systems. Vendors must be able to provide annual certification, preventive maintenance, and analysis of airborne infection isolation rooms equipped with high-efficiency particulate air (HEPA) filtration units. Required services include, but are not limited to:


  • Written test/analysis report, including:
    • Inspection and review of gauges
    • Ultrafine particle count for HEPA core filter efficiency
    • Airflow measurements
    • Estimated room clearance rate and condition
    • Monitor calibration
    • Compliance with the latest American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) standards and Centers for Disease Control and Prevention (CDC) guidelines for tuberculosis prevention
    • Review of maintenance logs and cleaning protocols
    • Documentation of deficiencies and risks
  • Site-specific report documenting deficiencies and risks, provided within 48 hours of inspection
  • Quarterly consolidated master report detailing inspection results for each facility
