The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO), Scott Air Force Base, Illinois, awarded a sole source contract to COMSAT, Inc., 2550 Wasser Terrace, Suite 6000 Herndon, VA 20171. This action is to establish Certus as an Enhanced Mobile Satellite Services (EMSS) capability offering greater throughput and product variety to all authorized EMSS customers, including the federal government, state and local government, approved foreign and allied partners, and other sponsored customers. Certus will further support the United States warfighter with increased global pole-to-pole communications by the provisioning of broadband data with speeds up to 512 Kbps uplink and 1.4 Mbps downlink. Authority for use of other than full and open competition, FAR 8.405-6 (a)( 1 )(i)(B), only one source is capable of providing the supplies or services at the level of quality required because the supplies or services are unique or highly specialized. Iridium LLC has confirmed that COMSAT has an exclusive Letter of Supply to be the sole provider of the Iridium Certus offering through the Iridium Commercial Gateway (interim basis) and the EMSS DoD Gateway. As the sole provider, COMSAT is the only Iridium authorized reseller who can fulfill the required services under this requirement.
