CETI-8 E-Cig Tester

The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Services intends to award a sole source purchase order to Cerulean Corporation 1470 East Parham Road Richmond, Virginia 23228; to obtain CETI 8 E-cigarette testing instrument. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing with a size standard in number of employees 1000. The period of performance is (4) months. The purpose of this procurement is to allow the government to acquire the CETI 8 that features an adjustable angle sample holder. This feature allows the user to position samples at multiple ahgles for testing, which is important because eCigarettes come in countless shapes and sizes. Adjustments of the sample angle allows for more consistent and reliable testing so that comparisons can be made between many types of eCigarette products. Cerulean instrument is required at this time to eliminate the sample bias currently being experienced with the agency since we currently have a Borgwaldt machine in the lab. Cerulean CETI 8 E-cigarette is the only machine that offers an adjustable angle sample holder and the only responsible source capable of meeting all of the Government's requirement because they are the only manufacturers of this feature is propriety in nature. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit capabilities statements to the Contracting Officer within 15 days from the posting date of this notice. The Government will review all capabilities statements submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.
