Full Description
The Commodity Futures Trading Commission ("CFTC") CFTC intends to renew its contract with the Washington Metro Area Transit Authority (WMATA) for the usage of the WMATA SmartBenefits transit system to enroll, withdraw, and change employee transit benefits. The Government intends to procure this requirement under Revolutionary Federal Acquisition Regulation Overhaul (RFO FAR) 6.103-1 – “Only one responsible source and no other supplies or services will satisfy agency requirements.” CFTC intends to award a contract with one base year, and four option years, for a total period of performance of five (5) years.
WMATA manages the only subway system in the Greater Washington DC area (Metrorail). Additionally, the WMATA SmartBenefits program is the only program in the region that offers seamless transition between multiple modes of transportation across multiple jurisdictions while allowing CFTC to independently manage its budget and funding for individual commuter employees.
There are no other sources that can provide access to the Metrorail or Metrobus system. Additionally, there are no other sources that offer an ability to manage funding for multiple modes of transportation through a single interface.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 5:00pm ET, September 1, 2026 Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government anticipates award on or about September 10, 2026. The Government will not be responsible for any costs of preparation in response to this announcement.
