The Naval Air Systems Command at Patuxent River, MD, is seeking, specifically PMA 226, Cherry Point, NC intends to award a cost plus fixed fee contract on a sole source basis to L3-Platform Integration Division (PID), Waco, TX, for the kit installation of 12 different airframe changes addressing safety, reliability and capability improvements to the CH-46E aircraft. Approximately 35,000 man hours of installation work will be performed on approximately 44 different active fleet aircraft located in Quantico VA, Camp Pendleton, CA, and Okinawa, Japan. L3-PID is currently performing similar kit installs at the three aforementioned sites. The period of performance for this instant effort must be from 1 March 2011 to 31 March 2012. Because operational requirements only allow a small window of opportunity to accomplish these modifications, L3-PID is the only contractor capable of providing the required services in the mandatory time frame. All work will be performed in squadron hanger spaces. All tools will be provided by the contractor. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
