The Naval Air Systems Command, supporting the PMA-261 CH-53 Heavy Lift Helicopters Program Office, plans to issue a new delivery order under an existing Basic Ordering Agreement to Sikorsky, a Lockheed Martin Company, located in Stratford, Connecticut. This action will be conducted on a sole source basis, authorized under FAR 6.302-1, which allows contracting without competition when only one responsible source is capable of fulfilling the requirements. The delivery order specifically calls for a comprehensive set of Illustrated Parts Breakdown (IPB) technical manuals for all CH-53K airframe and structural components. Sikorsky, as the sole designer, developer, manufacturer, and systems integrator for the CH-53K helicopter, possesses the unique expertise and technical data necessary to meet these requirements efficiently and effectively. This procurement is governed by 10 U.S.C. 2304(c)(1) and emphasizes that no other suppliers can satisfy the government's needs for this specific effort. While this is not a competitive solicitation and the government intends to negotiate only with Sikorsky, interested parties may express their interest and capability, although the government's decision not to compete remains final. Potential subcontracting opportunities are available, with contacts provided for further inquiries. The contract, titled CH-53K® Airframe & SRM IPBs and classified under NAICS code 336411, will be managed from Patuxent River, Maryland, with performance located in Stratford, Connecticut.
