The Naval Air Systems Command (NAVAIR) awarded a sole-source, Firm-Fixed-Price delivery order to Sikorsky Aircraft Corporation, a Lockheed Martin company, for the procurement of tooling to support the maintenance, repair, and overhaul of CH-53K gearboxes and main rotor hubs. This award was executed via Basic Ordering Agreement N00019-23-G-0002, with performance taking place at Sikorsky's facility in Stratford, Connecticut. The procurement was conducted under the statutory authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, as Sikorsky is the original equipment manufacturer and the only responsible source possessing the proprietary technical data, specialized tooling, and expertise necessary to meet the government's requirements. The broader scope of work under the associated Class Justification and Approval (CJ&A 25-0070) extends through September 30, 2028, and encompasses program management, systems engineering, test support, and the delivery of engineering change proposals, spare parts, and training simulators. Because this was a non-competitive acquisition based on Sikorsky's unique position as the sole designer and developer of the CH-53K weapon system, no traditional evaluation factors or competitive source selection methodologies were applied. The effort is focused on ensuring the operational readiness and long-term sustainment of the CH-53K fleet through the provision of critical peculiar support equipment and validated technical publications.
