The Naval Air Systems Command at NAS Patuxent River, Maryland, plans to award a sole-source order to Sikorsky, a Lockheed Martin Company, under Basic Ordering Agreement N00019-23-G-0002 to fund non-recurring efforts associated with implementing the productionized version of the upgraded Inter-Communication System for the CH-53K helicopter. This action is justified under statutory authority permitting exclusive sourcing when only one responsible vendor can meet the government’s specific requirements, with no alternative solutions available. The contract focuses exclusively on engineering and integration tasks necessary to transition the upgraded ICS from development to production readiness. The solicitation, identified as N00019-25-RFPREQ-APM261-0400, was posted on April 29, 2026, with responses due by May 14, 2026. It falls under NAICS code 336413 for aircraft manufacturing and carries no set-aside designation, meaning it is open without restrictions based on business size or socioeconomic category. Primary point of contact for the requirement is Bryson Shibe, with Christopher Harritt as secondary. Subcontracting inquiries should be directed to Sikorsky’s subcontracting manager, Jason Lockwood. The place of performance is not specified, but the award will support work integral to the CH-53K program managed by NAVAIR.
