The Naval Air Systems Command is preparing to award a sole source delivery order to Sikorsky, a Lockheed Martin company, for engineering support involving the CH-53K heavy lift helicopters used by the Israeli Air Force. The primary objective of this contract is to remove remnant code from the Avionics Management System of these aircraft. Sikorsky, as the original designer, developer, and manufacturer of the H-53 airframe and integrator of its avionics and weapons systems, is recognized as the only contractor with the expertise, proprietary technical data, and resources necessary to meet the government's requirements in a timely fashion. The procurement is being executed under the authority that allows sole source awards when only one source can fulfill the government’s needs. The notice clarifies that this is not a request for competitive proposals, and while other interested parties may express interest or capabilities, the government retains discretion in whether to seek competition. Subcontracting opportunities related to this effort are available, with contact information provided for inquiries. The contract is managed under the Navy’s NAVAIR headquarters, with project activities centered at Sikorsky’s facility in Stratford, Connecticut. Interested parties are directed to reach out prior to the listed response deadline for any further participation or interest in subcontracting.
