Chandler Bikeway Extension Project

The Chandler Bikeway Extension Project is a 0.6-mile infrastructure initiative led by the City of Burbank to connect the existing eastern terminus of the Chandler Bikeway at Mariposa Street to the San Fernando Bikeway extension along the Burbank Western Channel. The project involves the construction of a two-way Class I fully separated bike path within Los Angeles County Metropolitan Transportation Authority property from Chandler and Mariposa to Chandler and Lomita Avenue, and a Class IV fully separated in-street bike path through City rights-of-way along Chandler Boulevard, Victory Boulevard, and Cypress Avenue. Key improvements include the installation of bicycle and pedestrian infrastructure, landscaping, lighting, and minor alterations to existing streets, sidewalks, and utility features. No property acquisitions are required for implementation as the work is situated on a former Union Pacific rail line and within existing city rights-of-way. The project is exempt from CEQA review due to its nature as minor alterations to existing facilities that do not increase vehicle traffic or highway capacity. However, significant safety and regulatory requirements have been identified, particularly regarding the Union Pacific Railroad crossing. The California Public Utilities Commission recommends implementing crossing improvements such as traffic signal timing modifications, pedestrian warning devices, gates, fencing, and lighting to ensure compliance with ADA requirements and General Order 88-B. Additionally, the City is advised to implement deterrence measures like fencing to restrict access to active tracks and must ensure that the gate at the Burbank Western Channel remains locked at all times to prevent unauthorized access to the Union Pacific track and bridge. All crossing improvements must align with the CPUC's Environmental and Social Justice Action Plan.
