Change MB-8 to Dual Primary Configuration

The Naval Air Systems Command has awarded contract N00019-18-C-1028 P00022 to Northrop Grumman Corporation on a sole source basis. The primary objective of this effort is to transition the MQ-4C Triton Unmanned Aircraft Main Operating Base 8 from a primary/secondary configuration to a dual primary configuration. Additionally, the contract involves the implementation of Diminishing Manufacturing Sources Change Requests and Engineering Change Proposals. This work is being performed in San Diego, California, under NAICS code 336411. Northrop Grumman was selected as the sole provider because it is the original designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS. The government determined that Northrop Grumman alone possesses the necessary engineering data, technical skills, and operational knowledge required to complete the production efforts within the mandated timeframes. Utilizing another source would result in substantial duplication of costs and unacceptable delays, with previous estimates for competing new sources on related low rate initial production contracts reaching billions of dollars.
