AI Contract Overview

Dane County is seeking site hosts to support its Charge Up Dane County program, which aims to expand public electric vehicle charging infrastructure across the region. The county plans to award up to 70 contracts to entities willing to dedicate a portion of their parking facilities for public EV charging stations, with the county providing the necessary infrastructure. This initiative aligns with federal and state efforts to improve EV access, especially in high-density urban and suburban areas lacking private charging options, rural regions where private market penetration is limited, and multi-modal transportation hubs that facilitate transit and active transportation. Interested parties, referred to as vendors or site hosts, can apply to host charging stations at multiple sites, with the process managed through the Dane County Purchasing Division, which is the sole point of contact. The solicitation, titled "Charge Up Dane County - Site Hosts for EV Charging Infrastructure," was posted on May 14, 2025, with a response deadline of June 13, 2025. The contract size ranges from five to fifteen million dollars, reflecting the scale of infrastructure deployment. Applicants are encouraged to review detailed site host requirements outlined in Attachment A of the agreement. For inquiries, contact Pete Patten via email or phone. The program emphasizes addressing EV charging gaps in underserved areas to promote equitable access to electric vehicle technology and support Dane County’s broader climate and transportation goals.

Selected host sites will commit to dedicate a portion of their parking to public EV charging in exchange for the County providing EV charging infrastructure. For more details on the site host requirements see Attachment A, Site Host Agreement.OECC's priorities in this RFP is to address EV charging gaps associated with:High-density urban and suburban areas where residents lack access to private charging networksRural areas where the private charging market is less likely to install charging stationsMulti-modal transportation hubs where EV charging can support public and active transit optionsThe Dane County Purchasing Division is the sole point of contact for questions and issues that may arise during the RFP process. Thoughout this document we use the terms vendor and site host to refer to the entities who will respond to this opportunity and apply to host EV charging stations at a particular site; in some cases a single vendor/site host may apply to host EV charging at more than one location, so there may be more sites than site hosts/vendors.
