Charging Harmonization and Analysis for Resilient, Grid-Efficient Utilization and Planning (CHARGE UP)

The Charging Harmonization and Analysis for Resilient, Grid-Efficient Utilization and Planning (CHARGE UP) project, managed by the California Energy Commission, focuses on developing an analytical framework to assess the value of unidirectional electric vehicle managed charging (V1G) within the slice of day resource adequacy structure. Based in San Diego, California, the project will utilize an ongoing V1G pilot to evaluate how managed charging can support power quality, reduce grid congestion, and avoid expensive infrastructure upgrades. The ultimate goal is to enable the integration of these managed charging programs into distribution operations and load-serving entities. The scope of work is limited to a paper study employing object-oriented visual modeling, quantitative economic analysis, statistical modeling, and policy analysis, alongside the assessment of existing field experiments. Due to its nature as a research and data collection effort without significant environmental impact, the project is categorically exempt under CEQA section 15306. Administrative oversight is provided by Emily Ou of the California Energy Commission and Rachel Zook of San Diego Community Power.
