Chatham-Kent Strategic Plan Consulting Services

The Municipality of Chatham-Kent is seeking proposals under solicitation R26-291 for consulting services to facilitate, develop, and deliver a new multi-year Corporate Strategic Plan. The objective is to align decision-making, budgeting processes, and growth management horizons across the municipality's diverse rural, agricultural, and urban communities. The project is structured into four phases: an environmental scan and background review, comprehensive stakeholder engagement with Council and executive management, the drafting of a strategy and action framework, and the delivery of final assets. Key deliverables include a vision, mission, and values statement, four to five core strategic priority areas with measurable goals, a KPI dashboard for performance measurement, and a professionally designed final document and executive summary brochure. All digital assets must be AODA compliant. The final Corporate Strategic Plan must be adopted by Council by May 31, 2027, with critical milestones including visioning interviews in March 2027, workshops in March and April, and final drafting in April. Proposals must be submitted electronically in PDF format via the municipality's bidding portal by November 6, 2026, at 4:00 p.m. The municipality employs a two-envelope evaluation process, requiring technical proposals and price schedules to be submitted in separate files. Award decisions will be based on best value, considering mandatory requirements, technical quality, key personnel experience, and price, with the possibility of interviews for short-listed respondents. Successful proponents must maintain specific insurance coverages, provide a WSIB certificate of good standing, and comply with the Municipal Freedom of Information and Privacy Protection Act.
