CHEERS Open Period 1 - All Technical Areas

The Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Aerospace Medicine are soliciting white papers for the Continuing Human Enabling, Enhancing, Restoring and Sustaining program under solicitation FA2384-24-S-2334. This effort is a two-step process where qualifying white papers submitted by September 30, 2027, may lead to an invitation to provide a full technical and cost proposal. The program focuses on advancing technologies to enhance and sustain human performance across all technical areas defined in the related Multiple Authority Announcement FA2384-24-S-2233. Multiple awards are anticipated with a total value not to exceed 484.73 million dollars. The procurement is governed by a comprehensive set of FAR and DFARS clauses, including strict requirements for unique item identification per MIL-STD-130 and shipment labeling per MIL-STD-129. Financial administration is managed through the Wide Area WorkFlow system, and contractors must maintain active registration in the System for Award Management. Security compliance is mandatory for handling classified information under the National Industrial Security Program Operating Manual.
