The Federal Trade Commission intends to award a sole source contract to IHS Global, Inc. for a subscription to the Chemical Economics Handbook. This procurement is being conducted under FAR 13.106-1 (b) because the agency has determined that IHS Global, Inc. is the only entity capable of providing the required proprietary data and online access. This subscription is critical for FTC staff to obtain up-to-date information on chemicals and chemical compounds necessary for the agency to perform its oversight and investigatory responsibilities. Market research conducted by the FTC indicated that the product is not available through GSA schedules or other government resellers. While the government reserves the right to cancel the sole source award, interested parties were invited to submit written documentation of their capabilities to Derek Hager by December 26, 2014. The requirement is categorized under NAICS code 519190.

THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO IHS GLOBAL, INC. TO PROVIDE THE CHEMICAL ECONOMICS HANDBOOK. The Federal Trade Commission (FTC) intends to award a sole source contract under the statutory authority permitting soliciting from a single in accordance with FAR 13.106-1 (b) on the basis that the Federal Trade Commission know of no other entity that can provide the required subscription and data access. The FTC intends to issue a contract to IHS Global, Inc., 15 Inverness Way East, Englewood, CO 80112-5776 in an effort entitled Chemical Economics Handbook. Interested parties may identify their interest and capability by responding to this requirement via email in Microsoft Word format with a file size less than 5MB to Derek Hager, via email: contact@example.gov, Subject Line: Chemical Economics Handbook no later than 5:00 pm Eastern, 26 December, 2014. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award. Specifically, the FTC Chemical Economics data requirements are as follows: The Federal Trade Commission Library needs access to the online publication Chemical Economics Handbook, and to access the data that is only available from this online publication from IHS Global, Inc. This contract renews the FTC's online subscription to the Chemical Economics Handbook. This online subscription facilitates the FTC's abilities to get necessary up-to-date proprietary data on matters concerning chemicals and chemical compounds as they relate to the FTC mission. Online access to this data is vital for FTC Staff in performing oversight and investigatory responsibilities of the agency. The market research team did research to determine if the product is available on a GSA schedule or through other government contracting vehicles and/or resellers. The team could not find any evidence that the product is offered on GSA schedule or through direct resellers. Approval to Post to FedBizOps: Contracting Officer, Fermaint Rios Date
