The U.S. Department of Energy's Office of Energy Security Analysis plans to award a sole source contract to IHS Global, Inc. to provide subscriptions and consulting services related to global oil and liquefied natural gas markets. The contract encompasses detailed analyses of international crude oil markets, political and economic factors affecting energy policies of major producing and consuming countries, forecasts of regional oil markets, and assessments of geopolitical impacts. These services, previously rendered by IHS Global under an expired contract, are deemed unique and critical due to the vendor's specialized insights into company and country-level profiles that influence global energy trends. This procurement is being conducted without full and open competition under federal regulations that recognize IHS Global as the only responsible source capable of meeting these requirements, with the potential for delays if other vendors are sought. The solicitation is a notice of intent rather than a request for proposals, and no competitive bidding process is currently planned. However, other firms may submit capability statements and pricing by a specified deadline if they believe competition is warranted. The anticipated contract period is brief, lasting one month, and the relevant NAICS code for this service is 519190.
