AI Contract Overview
A multiple-award, indefinite-delivery/indefinite-quantity contract has been awarded under Solicitation #75N95025R00005 for Chemistry, Manufacturing and Controls and Related Services for the Development of Drug Products, with an ordering period running from July 1, 2026, through July 31, 2031. The contract is administered by the National Institutes of Health, National Institute of Allergy and Infectious Diseases, under the Department of Health and Human Services, with performance primarily centered in Lexington, Kentucky, and the primary point of contact located in Bethesda, Maryland. Task orders issued under this contract are expected to be predominantly cost-reimbursement or term/completion type, due to the highly dynamic, science-responsive, and results-driven nature of the work, which makes precise cost estimation and fixed pricing impractical. The government has determined that fixed-price arrangements would impose undue risk and limit necessary flexibility to adapt to evolving scientific requirements, although fixed-price task orders remain possible where feasible and appropriate. The contractor is eligible to compete for task orders under Technical Area 1, and no specific set-aside is applied to this contract.

Full Description
A competitive multiple award, Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract was awarded, with a ordering period (July 1, 2026 through July 31, 2031). It is anticipated that Task Orders issued against these contracts will most likely be cost-reimbursement, term/completion type Task Orders. Upon analysis of the type of work and all associated costs involved, fixed-price type task orders are usually not feasible due to the absence of precise specifications and difficulties in estimating costs with accuracy. Based upon the uncertainties involved, the Government would assume undue risk in attempting to fit relatively dynamic (science responsive and result-drive) requirement into a fixed-price environment. In these instances, fixed-price task orders would be disadvantageous to the Government, since they do not provide the Government with the flexibility that is needed to reasonably and responsively shift with the evolving needs of this requirement. However, fixed price Task Order may be issued, where appropriate and feasible.
The Contractor is eligible for Task Orders under Technical Area 1.
The award notice is in relation to Solicitation # 75N95025R00005.
