The contract involves the drilling and completion of a MAR test well (MAR-1) in Pinellas County, Florida, with a project budget estimated between $500,000 and $1,500,000. The well will be constructed using a 24-inch steel casing extending approximately 600 feet below land surface, followed by an open hole section reaching about 1,250 feet into the Avon Park Formation, specifically targeting the highly permeable Avon Park high-permeability zone for aquifer recharge testing. The project also includes the installation of existing monitoring wells, designated as SZMW-1 and SZMW-2, which are part of the Chesnut ASR system and located within close proximity to the MAR well—SZMW-2 within 150 feet and SZMW-1 near the property boundary owned by the County. Additionally, a nominal 6-inch diameter monitor well (MW-1) may be constructed with PVC casing to approximately 400 feet bls and open hole to about 430 feet bls, contingent upon the hydrogeologic conditions encountered and approval from the Florida Department of Environmental Protection. The project is managed by Pinellas Utilities under the Florida agency, with a solicitation posted on November 3, 2025, and responses due by November 13, 2025. The primary point of contact is Michelle Jurek, reachable via email or phone. The scope emphasizes subsurface testing and well installation to evaluate the aquifer's properties and support managed aquifer recharge efforts, with specific attention to ensuring compliance with regulatory requirements and site-specific hydrogeologic conditions.

Full Description

The MAR test well (MAR-1) is proposed to be completed with 24-inch steel casing to approximately 600 feet below land surface (bls) and an open hole up to approximately 1,250 feet bls into the Avon Park Formation which will utilize the highly permeable unit described as the Avon Park high-permeability zone (APHPZ).  The proposed monitoring system includes the existing monitoring wells completed into the overlying Suwannee Limestone permeable zone.  These wells are storage zone monitor wells (SZMW) for the Chesnut ASR system and are therefore designated as SZMW-1 and SZMW-2. SZMW-2 will be within 150 feet of the MAR well and SZMW-1 will represent the approximate property boundary of the site which is owned by the County.  One nominal 6-inch diameter monitor well designated MW-1. The well will be completed with polyvinyl chloride (PVC) casing to approximately 400 feet bls and open hole to approximately 430 feet bls to monitor the permeable unit above the bottom of the USDW. This well will only be constructed if required by FDEP and will be determined based on the hydrogeologic conditions encountered during the drilling of MAR-1.
